What's the difference between this and encodeURI?

This tool uses encodeURIComponent-style encoding, which also escapes characters like & and = that are meaningful in query strings.

Will spaces become + or %20?

Spaces are encoded as %20, the standard form for encoding arbitrary text (not form submissions).

Can I encode an entire URL?

You can, but it will also encode characters like : and / that are usually meant to stay literal in a full URL — this tool is best for encoding individual values.
